From your position as a member of the United States Senate Committee on Veterans' Affairs it would be appropriate for you to initiate visible recognition on uniforms and press releases, etc. of servicepeople who have served in harm's way (war zones such as Iraq and Afghanistan) for more than one tour. [Having so served automatically makes them a veteran, of course.]
A sew-on insignia that could be worn on both uniforms and as a civilian, that includes a numeral that signifies how many tours served, would be appropriate.
This insignia would not be a medal, of course... But putting yourself in harm's way multiple times certainly defines courage in the service of our country's dedication to the export of Freedom, which is historically what we are all about.
Also, In armed forces press releases where a multiple-tour veteran is involved, that insignia should appear either before or after that courageous person's name.
Our own commanders should not miss any opportunity to underscore how special an in-harms-way-multi-tour veteran is. It has been too long overlooked.
Also, your constituency should be kept informed that you serve on the Committee on Veterans' Affairs. It is no small task that you have added to your already jam-packed schedule in the service of our State's best interests.
